On many projects, we begin by conducting a comprehensive Preliminary Engineering Report that defines, prioritizes and establishes budgets for the community's needed improvements. This is followed by helping our clients pursue both grant and loan funding from various sources including state and federal funding programs such as the Community Development Block Grant (CDBG) program and Energy/Mineral Impact Assistance Fund (EIAF) through the Colorado Department of Local Affairs (DOLA), together with the Small Communities Grant (SCG), Water Quality Improvement Fund (WQIF) and State Revolving Fund programs through the Colorado Water Resources & Power Development Authority (CWR&PDA) and the Colorado Department of Public Health and Environment (CDPHE). Based upon the specific needs of our client, we also work with Rural Development (RD), the Colorado Department of Transportation (CDOT) and various other funding agencies if a specific project necessitates such funding.
After funding for the project is secured, GMS, Inc. works with state and federal representatives to obtain the necessary permits and approvals to proceed with the project. These activities include such items as: wastewater treatment plant site applications and discharge permits; verification that adequate easements and rights-of-way authorizations have been secured; required property acquisitions have occurred; and required environmental reviews and approvals have been secured. GMS, Inc. has extensive experience with the permitting processes required by state agencies.
After the necessary permit applications have been submitted and approved, detailed Plans and Specifications are undertaken. GMS, Inc. works closely with our clients and other stakeholders to ensure the final design meets and exceeds expectations. GMS, Inc. produces design drawings and specifications with meticulous attention to detail. The design packages produced by GMS, Inc. exceed the "standard of care" in the consulting engineering industry resulting in very competitive bids, minimal change orders and an overall better project experience for both the Owner and the Contractor.
When the design phase is complete, GMS, Inc. assists our clients in the bidding process by distributing Plans and Specifications to potential bidders, answering Contractor questions during the bid process, issuing any needed Addenda, facilitating the bid opening, compiling the bids and reviewing the mathematical correctness of the bids submitted, preparing a Bid Tabulation, reviewing the qualifications of the low bidder and providing recommendations to the client in awarding the contract.
Once a Contractor has been selected for the construction phase of the project, GMS, Inc. compiles the necessary award and contract documents for execution, GMS, Inc. further coordinates with the project's funding agencies on the bid results and award of the project and establishes and conducts a Preconstruction Conference that includes all project related/impacted parties. GMS, Inc. typically provides a full-time resident project representative who works closely with the Owner and the Contractor to ensure the facility is constructed as designed, and will meet client expectations and operational requirements.
